Help with Optima add constantly popping up!

I don't know if this belongs here or not but I am getting so frustrated with this add. It took me 5 tries to get this message posted because the add kept popping up. Great advertising but when I can't access the site properly then it just causes frustration.

Please tell me how to block this add. I'm using a iPad.
