By "Scrap Wood Bin" I mean both a bin to hold scrap wood and a bin most likely made out of scrap wood. Right now all my scrap is just standing in a corner, and the smaller pieces are in a Homer bucket. Some sort of bin to help wrangle and organize it all would be so helpful!

I bet you could mod one of the recycled wood bins on wheels she made a few weeks ago...just a bit taller if your scraps are quite long. It's better to lay them flat though if they're long, so maybe a wheelie cart for the small pieces?

Look at the "Truss shelves" and imagine it with the long pieces of scrap wood lying across the supports so it doesn't warp, a long wheeled bin under the bottom shelf for the bits, and your woodworking tools on one of the shelves.
You can nail a cross-bar to the top and bottom rear uprights to stabilize the frame a bit more, and use the full length of the 2x4s to get a taller, wider A-frame. Just trim the ends to the 10-degree angle and see what you get.
