Not quite it
I know that this is not the Target one, but I have made this one and it is nice. Paint the tire and let the kids decorate the cement.

make it spin!
My husband made one for my kids with a spinning top - its awesome! He found some sort of industrial lazy susan that supports up to 500 pounds, the thing is all solid wood and way over built. The main seesaw piece is a 12 foot 2 by 10 (2 by 12?) and the base is made with 2 by 6's and miscellaneous other pieces. Maybe I can make him put up some plans, or at least take some good pictures when it gets light enough. He didn't really have a plan, just put it together because he was bored off work on paternity leave ;)
