I've never been able to remove all the dust without using a tack cloth. Even then I usually miss something. I use an air compressor and blow my work piece off then use a tack cloth. It takes some time (for me anyway) and never comes out perfect but, I get close.
We have this issue with plywood, even the sanded hardwood plywood. What I do is lightly sand the primer with a fine grit sanding block (just super light) to remove any grittiness. Repeat the steps to remove sanding residue and then paint. Works awesome for us!
