I would LOVE to have the plans to build this kids balance bike! There are many different types out there, but this one looks like it is the most basic and would be the easiest to build.
My husband is a cyclist and every time I suggest we get a balance bike for the kids he reminds me all you have to do is take the pedals/cranks off a regular one :) I imagine that the littlest bikes are available in pretty good shape second-hand since they don't' ride them for long.
Probably not the answer you're looking for here, but I literally had this conversation yesterday after my son (2.5) saw another little boy at the park with a balance bike and wanted one so it was on my mind.
With a little extra suggestions I got from the author of the article I built one a week ago, and it came out very nicely. Notice the extra screw holes for the seat (although mine are in the front) to make it authentic- not because I drilled them before fitting, no matter what what anyone says. here the link: http://www.instructables.com/id/Balance-bike/
Mine was built with 3/8 in threaded rod (mostly) and acorn nuts for a more industrial feel and to draw attention to the fittings. I also added steel pipe around the threaded rod at the front of the body, where the forks turn, to limit any wood/metal wear.
